SENA Issues Agreement 0002 of 2025 and Annuls the Update of the List of Trades and Occupations

On February 24, 2025, the National Training Service (SENA) issued Agreement No. 002 of 2025, which nullified Agreement No. 10 of 2023. The latter had previously updated the list of trades and occupations that must be considered for calculating the required number of apprentices in companies.

Employee Variation Report – March 2025

According to Article 2.2.6.3.11 of Decree 1072 of 2015, employers have until March 14, 2025, to report to SENA any variation in the number of employees that occurred between September 2024 and February 2025.

It is essential for companies to consider the list of occupations established in Agreement No. 009 of 2005, as it remains valid for compliance with the apprenticeship quota.

Additionally, it is important to remember that failure to properly report the apprenticeship quota may result in penalties. If the information is not reported correctly, SENA may impose a fine of up to one (1) Current Legal Monthly Minimum Wage (SMMLV) per apprentice that the company is required to hire.

Special Considerations

With the issuance of Agreement No. 002 of 2025, the update of the list of trades has been eliminated, affecting the calculation of apprentice hiring quotas for companies. This change is due to the validity period of Agreement No. 10 of 2023, which was in effect from April 1, 2024, to February 24, 2025. During this time, many companies may have hired apprentices based on the criteria set forth in the now-nullified Agreement.

However, Agreement No. 002 of 2025 establishes that already signed apprenticeship contracts must remain in effect and continue as agreed.
